Session I – Evaluating Taiwan’s National Security Challenges The first session will provide updates and a broad-spectrum assessment of the national security challenges currently facing Taiwan. Discussion will include the need for integrated domain awareness for informed decision-making, and preparations for the entire range of security challenges – focusing not only on a potential blockade or full-scale invasion but on all potential scenarios. |

Session II – Coalition-Building, Collaboration, and Interoperability The second session will build on the first by examining potential responses to Taiwan’s identified security challenges. Panelists will offer insights on integrated defense from global, regional, and local perspectives, look at what Taiwan can learn from the experiences of others, and discuss how coalition-building and partnerships can play a crucial role in supporting a comprehensive and robust defense posture for Taiwan. |

Session III – Political Warfare: Countering a Subtle Menace The third session will focus on political warfare, examining current challenges for Taiwan along with existing and potential countermeasures. The panel will explore a range of associated matters including espionage, political subversion, coercive economic tactics, dis- and misinformation, influence operations and propaganda, as well as discuss how Taiwan is managing this insidious threat. |

Session IV – Total Defense: Restructuring, Training, and Civil-Military Cooperation This session will explore how potential structural or tactical adjustments could help support Taiwan’s societal resilience and total defense efforts. Panelists will assess how potential reforms to Taiwan’s organizational model and training regimes – as well as expanding civil-military cooperation – could allow Taiwan to better meet future challenges and to more closely align with its closest defense cooperation partners. |
